Cell Phone Restrictions

My friend asked me if it's illegal to talk on a cell phone while driving in VA. hmm... interesting question.

The search result shows that "Connecticut, New York, New Jersey and the District of Columbia each have enacted a jurisdiction-wide ban on driving while talking on a handheld cellular phone." (Ref: http://www.iihs.org/laws/state_laws/cell_phones.html)
